WHY BEFORE THE BID

What disqualifies you is in the documentation from day one.

The documentation runs to hundreds of pages. The deadline for questions to the contracting authority ends before the bid deadline. Whatever you miss, you then fix under pressure.

A parameter tailored to one manufacturer

Sometimes the technical specification fits only one manufacturer. If you notice only while writing the bid, it may be too late to ask. A request for clarification is filed before the bid.

Result: A bid written in a hurry and little chance of success.

A formal trap in the annexes

Missing a single affidavit or misreading the evaluation method is enough. The contracting authority then excludes the bid.

Result: Weeks of team work and an excluded bid.

Award criteria that cannot be verified

Subjective criteria without a measurable description, and weights that cannot be calculated in advance, can decide the ranking before price does. Without an analysis you do not know how many points you will really get.

Result: You submit a bid without knowing how the contracting authority will score it.
